From 25th February to 2nd March 2017, the 14th edition of the National Leadership Retreat was held at RDF Combat Training Center-Gabiro.
The retreat was chaired by President Paul KAGAME. In his opening remarks, he thanked leaders for their role in the Country’s registered development. He also thanked the population for their participation in the various developmental programs.
He reminded nationals to match ambition to develop Rwanda with what they do; adopting a sense of urgency and working hard consciously as a team in order to achieve our goals.
After discussion, the following resolutions were taken:
Put in place strategies to fast-track implementation of lagging-behind programs of the Vision 2020 by including them in the Performance Contract of every relevant entity with a regular joint monitoring;
Improve coordination, collaboration and communication between all Institutions of Central Government and Local Government for effective delivery of all national programs;
Streamline drafting and management of contracts between the Government and private operators, hold accountable those responsible for causing losses to Government, finalize recovery of embezzled funds from those who were found guilty and prosecute unapprehended suspects;
Devise strategies to increase consumption of unused electricity and increase access to electricity, starting with factories, schools, hospitals and other pulic places;
Sensitise Rwandans and set up sound mechanisms for them to use gas and other modern environmentally-friendly energy sources for cooking in households as well as in schools, prisons and other big institutions;
Continue to boost local industries in a bid to reduce imports and increase exports and promote Made in Rwanda products especially by easing the procurement process;
Develop and implement a specific strategy aimed at increasing productivity to ensure food security, building a strong seeds system and boost export of animal and agricultural products;
Fast-track implementation of long-term Saving and affordable housing programs;
Accelerate implementation of effective waste management program in the City of Kigali and in the 6 secondary Cities;
Promote activities to develop secondary cities and where possible headquarters of Public Organs and Institutions to be relocated there;
Expedite implementation of cashless payment especially in Government institutions;
Improve service delivery in Government-owned health facilities, private health facilities and health insurance companies;
