Former minister and chairman of the Uganda Microfinance Support Centre Dr. Wilberforce Kisamba-Mugerwa passed away on Thursday afternoon at Mulago National Referral Hospital after a brief battle with COVID-19.
Mugerwa who served as chairman of the National Planning Authority served different portfolios before he resigned in 2004.
At the time of his death, he was the Chancellor of Ndejje University.
Dr. Kisamba Mugerwa served as; Division Director International Service for National Agricultural Research (ISNAR) under the International Food Policy Research Institute (IFPRI) based in Addis Ababa, Ethiopia. Responsible for overall guidance of the Institute on Research, capacity strengthening in the National Agricultural Systems in Latin America, Africa and Asia;
Cabinet Minister holding different portfolios in the Government of Uganda: (Minister of Agriculture Animal Industry and Fisheries, Minister for General Duties, Office of the Prime Minister, Minister of State, In-charge Planning and Rural Finance (Entandikwa), Ministry of Finance, Planning and Economic Development, Minister of State, Office of the President responsible for the Rehabilitation of the former war ravaged areas Luweero Triangle);
He was also Senior Lecturer: Development Economics and Team Leader of various Research Projects at Makerere Institute of Social Research, Makerere University; Member of Parliament;
Principal Agricultural Economist (Livestock) Ministry of Animal Industry and fisheries;
Aid Coordinator (Agricultural Sector); Senior Agricultural Economist;
And Regional Agricultural Economist (Buganda & Western Regions) Ministry of Agriculture and Cooperatives;
