Sam Omala bounces back as Director welfare in a new reshuffle

Assistant Commissioner of Police (ACP), Sam Omala, known for his willingness to use all means to suppress demonstrations, public protests and riots, has bounced back as Director welfare and Production for special assignment in the new reshuffle announced on Friday afternoon.
April 2015, in a mini-reshuffle, Gen. Kayihura, transferred Senior Superintendent of Police (SSP) Sam Omala from Kampala to Greater Busoga as the Deputy Commander Bukedea Sector.

The transfer came just months after the IGP appointed Mr Omala as head of the Field Force Unit of the Kampala Metropolitan Police.
A year later, in a letter dated June 6, 2016, The Inspector General of Police (IGP) Gen. Kale Kayihura suspended Assistant Commissioner of Police (ACP), Sam Omala with seven other senior officers for offences ranging from misconduct to abuse of office.

In the reshuffle, 70 officers have been transferred, promoted while others have been fired. In what could be seen as ‘Clean up exercise’ 50 officers promoted in the reshuffle were passed earlier recently by IGP Kayihura at Bwebajja.

Key transfers include: Ladovick Awita, from CJSO Entebbe Airport is the new commandant of VIPPU. He has been replaced by former operations commander for Kampala Metropolitan Area, James Ruhweza Akiiki.
While Police Special Operations boss Nickson Agasirwe has been transferred to Human Resources department pending deployment.

Head of Operations Christopher Barugahare has been transferred to Wamala as RPC. He has been replaced by Godfrey Maate from Kiira Division.

In the redeployment message signed by Assistant Inspector General of Police (AIGP), Mr Moses Balimwoyo, who is also the director human resource administration, the transferred officers include; two Senior Commissioners of Police (SCP), 11 Assistant Commissioners of Police (ACPs), 33 Senior Superintendents of Police (SSPs), 14 Superintendents of Police (SPs) and 10 Assistant Superintendents of Police (ASPs).

ACP Siraje Bakaleke has been appointed KMP South Regional Police Commander (RPC).
Ms Esther Kawango has been moved to the office of Inspector General of Police Gen Kale Kayihura who last month fired all his aides.
She Kawango will be in charge of Kigali International Conference Declaration Against Violence on Women and Girls.
SSP Mark Odong, the former commandant for Special Investigation Division (SID) that was in Jinja has been transferred to the Directorate of Research and Planning.
SSP Nickson Agasirwe who allegedly tortured suspected killers of former police spokesperson Andrew Felix Kaweesi has been dropped.

whereas SCP Stephen Tanui becomes the deputy commandant of the Field Force Unit (FFU).
